I think you can do it at the Sharjah Beach. I did one photography there before without any problem. Here are some of the sample photos from that shoot.
Mostly Public beaches are open for photography i didnt get any problems yet but cannot use proper lights and have to be careful about people roaming arround that they will not come in your frame/pics
